Last week, Muhammad Haroon from Karam district of Khyber Pakhtunkhwa decided to get a sick relative treated under the senior doctors’ practice program at a major government hospital in Peshawar.
On reaching Khyber Teaching Hospital, Mohammad Haroon received the first blow when he was asked for a fee of 1500.
Speaking to Independent Urdu, he said: ‘I thought the fees would be reduced under IBP for the convenience of patients, but these doctors are charging what they charge in their private clinics outside the hospital. ‘
Like Mohammad Haroon, thousands of patients visit three major hospitals in Peshawar every day to benefit from IBP, where they have to bear the cost of private doctors’ clinics instead of convenience.
IBP
Under a government program called Institution-Based Practice (IBP), doctors from three major hospitals in Peshawar have been provided with facilities for evening practice within these health centers, with the aim of providing convenience to patients and hospitals. To increase the income.
The program was started in Khyber Pakhtunkhwa during the Pakistan Tehreek-e-Insaf government in 2015 after the major hospitals in the province (Lady Reading Hospital, Khyber Teaching Hospital, including Hayatabad Medical Complex) were given autonomy.
However, due to the ban on private practice of doctors, many specialists did not join the program despite the offer of huge salaries.
Under the IBP, the doctor’s fee was fixed at Rs 600, which has now been reduced from Rs 100 to Rs 2,000.
About 250 doctors are practicing in IBP in three major hospitals of Peshawar city.
Mohammad Haroon raised the point that the doctors are earning by using the resources of the government hospital, which is totally unfair.
“Under this program, only doctors are benefiting, while patients continue to be charged the same fee they pay to an outside doctor for consultation.”
Under IBP, the hospital pays the salary of each doctor along with his assistant.
Hospital position
Speaking to Independent Urdu, Dr. Ameer Muhammad, IBP-in-charge of Lady Reading Hospital and practicing under the same program for the past eight years, claimed: ‘I have noticed that it has facilitated the patients. Getting it.’

Spokesman of Khyber Teaching Hospital Muhammad Sajjad told Independent Urdu: ‘IBP is not a burden on the public treasury because the earnings from IBP are used to pay the salaries of the employees working in IBP services. is given and in it all expenses are met.’
Sajjad said: ‘Professors can charge up to two thousand rupees, while the fees of other doctors are only one thousand rupees, in which the hospital also takes a deduction.’
